This is a very old santa doll or statue or ornament. . 
Hollow plastic body, with actual clothing held on by pins.  Very detailed. Says hongkong on foot 

Stands up on his own. 
14.5" tall. 
I dont know exactly how old he is, but he appears very old.

His eyes are the key though.  They  are very bright blue.
