Payments are due within 7 days of the end of auction. If you are purchasing more than one item and wish to combine shipping please wait until all auctions have been made BEFORE making payment. Once all auctions are finished, go to the first item you purchased on eBay and click on the "pay now" button. That will redirect you to our eBay integrated checkout page where all your items are on one invoice. Separate payments will ship separately and will not receive the combined shipping discounts.
Non-Payments: Our system will send an automated payment reminder 3 days after the first auction is finished. An unpaid item dispute will automatically open on eBay after 10 days of non-payment and the item will be relisted. If there is no response on the dispute console, our system will relist the item and automatically close the dispute with an unpaid item strike on the buyer's account. SHIPPING & HANDLING FOR THIS ITEM
Combined shipping discounts are available for all orders that are paid for on the same invoice. If you are purchasing items with different shipping rates, the item with the highest shipping rate is considered the "first item" and the item with the lower shipping rate is the "additional item" regardless of which auction ends first. For example, a pair of shoes and a costume shipped to a U.S. address via priority mail would be $12.95 for the shoes and $2.99 for the costume = $15.94 total shipping/handling

** Standard (non-express) international delivery time does not include the time required for your package to clear customs at your country's borders. Please contact your country's customs agency to get an estimate of the current average processing times. Buyer is responsible for paying all customs duties and import taxes associated with international shipments.
We ship orders the Same Day for all orders that are paid for before Noon Eastern Time of that business day. Weekends and Holidays are not business days. Payments made after Noon Eastern Time may still ship out the same day, but it's not a guarantee.

We ship via FedEx or U.S. Postal Service, the choice of carrier is based on the final shipment weight. The choice of shipping carrier is the sole discretion of Party Life 365.
Tracking numbers are included with all shipments except for first class international mail, which will only have a customs declaration number. Insurance is a default selection during your item checkout. You have the option to refuse shipping insurance for your item, but insurance is highly recommended otherwise we have no more responsibility for lost or damaged packages after it leaves our warehouse.
All shipping & handling costs are fixed regardless of your location. If you do not like these costs, PLEASE, DO NOT BID.

RETURNS
If you purchased shoes or a clothing item and it does not fit, you may exchang it for a different size of the exact same style. Style exchanges will not be accepted. In order to ensure that you receive the best quality and brand new products, the following items are not returnable due to health regulations: Swimwear, Undergarments, and Wigs. For all other items, the following guidelines must be followed in order for us to process your return:
1. Return your item to the address on the package you received
2. All items returned to us must have a postmark date within 7 Calendar Days of when you first received it.
3. Merchandise must be in its original packaging, unworn, unwashed, undamaged, and with tags (if applicable); Returned items must not have markings or stains, otherwise the item will be destroyed and your exchange will not be processed.
4. Please include a note with your marketplace user ID and the size that wish to exchange for.
5. Please include a money order (no checks, credit card, or PayPal) for the full (non discounted) shipping/handling cost of this item as stated in the shipping rates section.
6. If returning shoes, you must place the shoe box inside another bag or box. DO NOT write or place labels directly on the shoe box.
7. If we have your new size in stock, we will ship it within 2 business days of receiving your return. If your new size is not in stock, we will issue a refund and notify you via email.
8. If your return meets the above requirements, please return your item WITHOUT contacting us.
9. If we receive unauthorized returns of swimwear, undergarments, and wigs, we will destroy the items. No refunds or exchanges will be given to the buyer.
10. All undeliverable packages, canceled sales, and other unauthorized returns will be refunded within 2 business days, subject to a 20% restocking fee.
11. If buyer leaves negative feedback before attempting to resolve any issues then we will accept that as the final resolution for the transaction and no returns will be accepted at a later date.

1. Q: Do you have this item in different sizes or colors?
Within every listing there is a "Click Here for Other Sizes" link that will bring you to all the sizes and colors we have available for the listed style.
2. Q: I am bidding on other items - does Fashion Bloom USA offer combined shipping discounts?
Yes. All unpaid items under the same Ebay User ID will automatically be consolidated into one shopping cart within 7 days of the end of the first winning auction. All shipping discounts will automatically apply to your order total. When you have finished shopping in our eBay store, just go to the first item you purchased/won and click the "pay now" button/link. That will allow eBay to redirect you to our eBay approved secure web checkout/payment page with all your items combined onto one invoice with combined shipping discounts..
3. Q: I won one auction and I'm waiting to see if I win another item. Should I pay for the first item now?
Once you complete checkout (send payment), the order is closed and our warehouse will ship immediately, so all subsequent transactions are created on a new invoice/checkout page. For this reason, we ask that all buyers wait until they are finished bidding before sending payment, otherwise we cannot combine items for shipping discounts.
4. Q: Can Fashion Bloom USA ship to a different address than my PayPal or credit card billing address?
Yes! During the item payment process you will be able to enter your desired shipping address. Once you make payment a shipping label is automatically created based ONLY on the information you filled out in the checkout page regardless of what your Credit Card or PayPal billing address is, so please make sure you enter the shipping address correctly because we do not look at PayPal receipts for the shipping address.
5. Q: I usually wear a certain dress size. How do I know the corresponding size for this item?
Dress size can vary a lot between different brands so the size you normally wear may not correspond to the size of the item you are buying. Generally you should refer to the manufacturer's size chart for every one of our items. It would also be a good idea to try out the item at a local store that carries them before making your purchase.
6. Q: Can I buy this item instead of bidding on it?
Each item has a Buy-it-Now option. Simply click on the Buy it Now link and you will be able to Buy It Now without having to wait for the auction to end. However the Buy it Now option disappears when a bid is placed on the auction. If that happens please visit our Ebay store and you should see another listing of the identical item with a Buy It Now option available.
7. Q: I bid on an item by mistake. Can I retract my bid?
If there are more than 12 hours left on the auction, eBay allows you to retract. Please go to this link for directions: http://pages.ebay.com/help/buy/questions/retract-bid.html . Fashion Bloom USA cannot retract eBay bids for you.
8. Q: How long do I have to pay for my items?
Buyers have 7 days to pay. If you are combining items, payment is due by the 7th day from the end of the FIRST auction.
If you do not pay for the items within 7 days, our system will automatically send payment reminders/warnings and eBay disputes. If you do not pay for your item, eBay will give you a strike on your account and the items will be relisted.
9. Q: I'm late on my payment and when I tried to pay it gives me a message saying "your checkout page has either expired or been disabled." What can I do?
We allow buyers 7 days to make payment. If payment is not made within 7 days then your checkout page automatically expires. If this happens and you still wish to make payment then please contact us and we will manually reopen your checkout page for you. Once the checkout page is reopened you will have another 7 days to make payment. After making payment please contact us via email and put in the subject line: "Please close the unpaid item dispute"

11. Q: I live near Bloomington, Indiana. May I pick up my order at your warehouse?
Sure you can! You can pay for pick-up orders with only the following methods of payments: Money Order, Cashiers Check, or bringing in the exact cash amount. If you plan to pick up your item, you must call our warehouse at
812-824-1296 to finalize your bill including handling charges, local taxes and a pick-up time.
12. Q: What's the difference between Paypal E-checks and Paypal Instant Payments?
Paypal instant payments are credited instantly to our Paypal account and we are able to ship your order immediately. Paypal E-checks require an average of 4-7 days to clear and we will ship your order after Paypal has cleared your E-check. In order to make instant payments with Paypal you must have enough money in your Paypal account (not your bank account) to cover the entire transaction, including shipping charges. Another way to make instant payment with Paypal is to link a credit card to your Paypal account and have your Paypal transactions deduct from your credit card. If you do not have a credit card AND If you do not have enough money in Paypal then Paypal will automatically withdraw money from your bank's checking account to complete the transaction. Any payments made from your checking account through Paypal is an E-check.
13. Q: I have a credit card and I want to cancel my E-check and make an instant payment. How do I do that?
No problem. Just contact us so we can reopen your checkout page. After making payment please message us again so we can cancel your pending E-check. This is important because Paypal has already deducted the funds from your bank account for this transaction. Paypal just hasn't released those funds to us yet and if we don't cancel the pending E-check then you will end up making a double payment. Once the E-check is canceled the funds will go into your Paypal account. Those funds do not automatically go back into your bank account. You will need to login to your Paypal account and manually transfer the funds back into your bank account if you do not wish to store money in Paypal.
14. Q: I tried making payment with my credit card, but it didn't go through the first time, so I tried again. Now I see 2 charges on my card. Can you remove the first charge?
Your attempted charge actually didn't go through as a CHARGE. It only went through as an AUTHORIZATION, which was immediately voided. Banks will temporarily deduct a balance out of an account for a pre-authorization even if it didn't go through. Every bank differs on how long they hold a preauthorization amount, but it's usually between 3-7 business days. On our end these preauthorizations have already been voided because the information you originally entered did not match your credit card billing or security information. These authorizations should disappear from your account and your available balance will return to normal probably within a week, but if you call your bank they will be able to give you a more exact answer as to how long they hold onto authorizations.
15. Q: I live in the U.S. and I have not received my order yet. What's going on?
Please check your tracking number. If it says that your item has been delivered then you need to call your post office to see if they are holding a package for you. Some times they attempt a delivery when you're not home and they forget to leave a note in your mail box for you to pick it up.
16. Q: I do not live in the U.S. and I have not received my order yet. What's going on?
In every listing we recommend our customers to stay away from First Class International Mail, which is cheap, but it can result in severe delays at your country's borders for customs inspections. First Class usually takes about 6-10 days to get to your country's borders. Customs inspection/processing time at your country's borders is very unpredictable with first class packages and can add an additional 1-6 weeks onto a first class delivery time. Typical delivery time for First Class International is 2-4 weeks. If it has been over one month and you still have not received your package you need to call your local post office and ask them if they are holding any packages for you. It is very possible that they will require you to pay an import tax on your item before they will allow it to be delivered to you.
